sir,

Fondroure 15.

Hongkong General Chamber of Commerce.

96

Hongkong, 25th. April,

1917.

Several merchants have approached the Chamber with reference to the requisition of Far Eastern tonnage by the Admiralty and the consequent discrganization of British trade interests. I enoloɛe a copy of one such letter recently received, from which will be seen the point of view the merchant takes, that is, we are aseisting our rivals in trade to re-establish themselves at our expense in positions from which it will be difficult, if not impossible, to oust them after the War.

My Committee refrain from expressing an opinion believing that the whole question must have been considered from every Imperial point of view before auch requisition was made, but the enclosed letter may be of interest to the local Admiralty Representatives.

I have &• y

(sd.) 3. A. M. Williama,

Secretary.

The Honcurable

The Colonial Secretary.
